Decorative Scissors
Help identify an old (perhaps ancient) grooming tool?

I recently bought an item at an estate sale that looks like a cross between a pair of scissors and a pair of tweezers. There is a patent date of May 22, 1900. There is a round pincer grip and the other handle (that fits in the hand) is a piece of wood with decorative sterling silver. It seems to be some type of tweezers? I can not find something online to help me identity this item. Can anyone tell me what it is? Thank you.
