Why is not 12×12 12×12 scrapbook paper?

My girlfriend got 12×12 scrapbooking paper. But in a way that an additional 3 / 4 inches long. We returned to the store and they are all like that. Why? And how are we supposed to cut? They are pretty fancy if we want to be careful. Is there a method or reason for what we do not?
